OPEC+ Holds December Oil Targets Steady: 2027 Quota Decision Pushed to 29 November

Key Highlights

  • Seven core OPEC+ producers have kept December oil output targets unchanged, leaving the harder 2027 quota decision for a full meeting later this month.
  • Brent closed Friday near KSh 15,330 ($118) a barrel, its highest since April, just two weeks before Kenya's next fuel price review.
  • Analysts warn the group faces an extremely difficult call because surplus barrels could return if Gulf flows normalise.

Seven core OPEC+ producers agreed on Sunday 1 November 2026 to leave their December oil production targets unchanged, pushing the harder decision on 2027 quotas to a full meeting on 29 November.

OPEC+ Holds December Oil Targets Steady: 2027 Quota Decision Pushed to 29 November

The pause matters for Kenyan motorists and businesses because OPEC+ output policy feeds into the crude prices that EPRA reviews when it sets pump price ceilings. Brent settled on Friday 30 October at almost KSh 15,330 ($118) a barrel, its highest since April, and Kenya's next review falls on 14 November.

What the seven producers decided

The group of Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan and Oman met online and held targets for a third straight month, after keeping them steady for October and November. Most members are still pumping below their targets, even as Gulf producers raise exports that the Iran war has disrupted for months.

The seven completed the phased rollback of a 1.65 million barrel-a-day cut in September. A further layer of cuts of about 2 million barrels a day, covering most members, runs to the end of 2026. The UAE left OPEC in May.

The harder call comes on 29 November

All 21 members of the wider OPEC+ group are due to meet on 29 November, when analysts expect them to set 2027 quotas. A review of members' production capacity, which the Iran war has delayed, is now expected by mid-November.

Jorge Leon of Rystad Energy called the December decision "the easy one" and described the November meeting as the more important test. He pointed to uncertainty over the war, the pace of recovery through the Strait of Hormuz and the size of the surplus that could emerge when disrupted barrels return. The International Energy Agency and other forecasters have warned of oversupply in 2027 if Gulf flows normalise.

What it means for Kenya

Kenya has two dates to watch: 14 November for the EPRA review and 29 November for OPEC+. As Mwenendo earlier reported, Brent closed the week at a six-month high ahead of the November review. A steady supply policy gives little relief to import costs, while the warning of a 2027 surplus is a counterweight that could ease prices later if Gulf shipping recovers.

Mwenendo will report the 29 November outcome when OPEC+ publishes it.
