Citizen Digital reported on Wednesday morning that a cluster of African heads of state is expected at the Lamu groundbreaking for the Dangote East Africa refinery.
The station named President William Ruto with Paul Kagame of Rwanda, Yoweri Museveni of Uganda, Abiy Ahmed of Ethiopia and Évariste Ndayishimiye of Burundi. It also named Romuald Wadagni of Benin and Jean-Lucien Savi de Tové of Togo, and said other names were still unconfirmed. The headline said six. The list is longer. Treat the names as a reported guest list, not a sealed State House protocol sheet.
A podium of presidents does not refine a barrel. It does tell you who is being asked to stand next to a plant that East African governments have been offered a slice of.
Why those names matter for the money
Rwanda and Ethiopia have already been described as possible buyers of the regional equity offer. David Ndii put Kenya at about 10 per cent, or about $500 million, inside a combined East African 30 per cent. Uganda and Burundi sit on the fuel-import map Dangote and Ruto keep reciting. Benin and Togo sit outside that map. Their presence, if they land, is diplomacy, not an offtake contract in the public file.
Citizen repeated the plant's design: 700,000 barrels a day and more than 100 million litres of petrol, diesel and jet fuel a day once it runs. Dangote has put the cost near $16 billion. Construction talk is three to five years. Kenya does not pump that crude today.
Lamu Port has the 2,930 tonnes off MV Da Yang. That is kit. It is not a working still.
What a ceremony does not close
The Malindi court still has a status-quo order on LR 13061 until 14 October. One hundred and thirty-three Chandavai families remain on the suit. A guest list does not vacate that order.
No CMA prospectus for the Lamu company has been published. The live Dangote share sale is the Lagos book at N525, closing 13 October. Mixing that paper with today's shovel is how a saver buys the wrong issuer.
If the named leaders do walk the site, the news is regional political cover for a project that is still mostly debt, still short of published crude contracts, and still short of a public register. Watch who actually lands. Then watch whether any of them signs an offtake or an equity cheque before they fly out.
